2013 Operations

  • November 1, 2013 Nutri-Blend forwarded the following application report. Work is not scheduled for the Campbell County area today.
  • October 31, 2013 Nutri-Blend is planning a biosolids application for the following site in Campbell county: the John Mason property.
  • October 30, 2013 Nutri-Blend is planning a biosolids application for the following site in Campbell County: the John Mason property.
  • October 29, 2013 Nutri-Blend is planning a biosolids application for the following site in Campbell County: The John Mason property.
  • September 4, 2013 The Department of Environmental Quality (DEQ) has received an application from Nutri-Blend, Inc. for a Virginia Pollution Abatement (VPA) permit regarding the proposed management of biosolids applied to farm land in Campbell County (without a discharge to surface waters, in accordance with the VPA regulation 9 VAC 25-32). DEQ is in the process of reviewing the application and will schedule a public hearing in Campbell County accordingly; notice of the public hearing will be publicized in the Lynchburg News and Advance newspaper once a date is confirmed.

2012 Operations

  • December 17, 2012 Nutri-Blend is planning a biosolids application for the following sites in Campbell County: The Holt and James Dowden properties. The most likely sources of biosolids are Blue Plains, Chesterfield and Henrico.

2011 Operations

  • April 19, 2011 Nutri-Blend is spreading on Holt Farm. T2500.
  • March 2, 2011 Nutri-Blend has temporarily moved out of Campbell County. The company does not expect to return until late spring/early summer.
  • February 22, 2011 Nutri-Blend is spreading on G.D. Gilliam. Tract 2597.
  • February 15, 2011 Nutri-Blend spreading J. Mason tract 2925
  • February 9, 2011 Nutri-Blend is spreading on J. Dowden, Tracts 1672/1712

2010 Operations

  • As of January 1, 2008 the regulatory control of biosolids transferred from the Virginia Department of Health (VDH) to the Virginia Department of Environmental Quality (DEQ).
  • According to Neil Zaharadka, head of the biosolids section of the DEQ, this will involve the public having more of a say about when and where biosolids will be spread. There will be better notification to the adjoining landowners and public hearings / meetings will be scheduled to give everyone a chance to express concerns and opinions before permits are issued.
  • Along with the change of control there will be 20 new fulltime enforcement positions within DEQ for the oversight of spreading sewage sludge. Some of the existing permits along with all current requests to change or renew existing permits will be processed as new DEQ permits.

Biosolids Sampling & Testing

Samples of biosolids material may be obtained by the County before, during, or after the process of applying the material on an approved site. Samples of soil, surface water and well water may be tested at the specific written request of a property owner immediately adjacent to a site permitted to receive biosolids. Any and all sampling requests will have to be approved by the County Administrator on a case-by-case basis.

Samples will be tested by an approved, independent laboratory. Tests will be conducted according to Virginia Department of Health standards. Campbell County may pay the costs associated with sampling and testing and will seek reimbursement from the Commonwealth of Virginia.

Test results are public information in accordance with the Virginia Freedom of Information Act. They may be shared with other regulatory agencies and interested parties. Test results will be made available to any citizen or media representative requesting them subject to a nominal fee for copying and distribution.
