Virginia Stormwater Management Program Permit

As of July 1, 2014, Campbell County is required by the Commonwealth of Virginia to enforce the regulations contained in the state’s Stormwater Management Act.


The Code of Virginia now mandates that a Virginia Stormwater Management Program (VSMP) permit be obtained if a respective project disturbs greater than one (1) acre of land, or if the land disturbance is located in a common plan of development or sale (essentially any land that was subdivided after July 1, 2004). This permit may require more stringent measures for land developers, builders and citizens embarking on local construction; by state standards additional fees may apply, contingent on the scope of each project.

Code Changes

On March 4, 2014, the Campbell County Board of Supervisors adopted the required code changes in Chapter 8 of the County Code regarding stormwater management and recently authorized Community Development to administer the mandated program locally to keep procedures as streamlined and user-friendly as possible for County residents. See Chapter 8 of the County Code for specifics.
