Parking

See Section 22-17 of the County Code for all Parking requirements.

Paving



All parking areas and/or sales display/service areas shall be maintained on an all-weather surface of gravel, surface treating, concrete, asphalt, paving blocks, or similar. A specific exception may be granted for certain uses in Agricultural districts.

Note that paving or surface treatment is not required unless mandated by the ADA as per the zoning ordinance, building code, or the ADA itself.

Parking Spaces



When considering parking for a new project:

“The number of parking spaces to be provided for each use shall be sufficient to provide reasonable parking for persons residing on, employed on, or patronizing the premises served.”

Campbell County has removed from its zoning ordinance the parking calculations, designed to require a certain number of parking spaces for given uses. However, providing sufficient parking shall still be required and will be enforced to avoid situations that may present dangerous conditions.

Proposed parking is required to be shown on site plans for review. The calculations below may aid in determining the number of parking spaces needed. These come unchanged from the previous ordinance, but are now simply guidelines.

Guidelines for Determining the Number of Parking Spaces

Businesses

 

  1. Automobile and truck repair establishments and service stations: One (1) space for each 300 square feet of floor area plus one (1) space for each service bay. 
  2. Restaurants, including bars, cafes, taverns, nightclubs, lunch counters, and similar dining and/or drinking establishments: One (1) space for each four (4) seats provided for patron use, plus one (1) space for each 75 square feet of floor area provided for patron use but not containing seats. 
  3. Office buildings, including banks, businesses, commercial and professional offices and buildings, but not including medical, dental and health offices and clinics: One (1) space for each 300 square feet of ground floor area, plus one (1) space for each 500 square feet of upper and/or lower floor area. 
  4. General business, commercial or personal service establishments catering to the retail trade including food stores, convenience stores, and general stores: One (1) space for each 200 square feet of floor area designated for retail sales only. 
  5. Governmental offices: One (1) space for each 300 square feet of ground floor area plus one (1) space for each 500 square feet of upper and/or lower floor area and one (1) space for each governmental vehicle routinely operating from the premises. 
  6. Public utilities such as telephone exchanges and substations, radio and TV transmitting sites, electric power and gas substations: A parking area adequate for normal use and maintenance. 
  7. Furniture stores: One (1) space for each 1,000 square feet of gross floor area.

Shopping centers



The minimum number of parking spaces required shall be 5.5 spaces per one thousand (1,000) square feet of area designated for retail sales.

Dwellings

 

  1. Multi-family dwellings, including apartments, shall require one and one half (1½) spaces for each dwelling unit.
  2. Townhouses and condominiums shall require two and one-half (2½) spaces for each dwelling unit. (a) Required parking may be provided within the perimeter of the development, but no further than 200 feet from the facilities served, exclusive of common area right-of-way traffic lanes. (b) Off-street parking shall be designed to produce the minimum possible interference with pedestrian circulation within the townhouse or condominium development. (c) Vehicular access to any parking space or parking area shall be designated so as not to adversely affect any property line or yard requirement for any dwelling unit or structure.
  3. Motels, rooming houses, and tourist houses shall require one (1) space for each bedroom.
  4. Trailer and recreational vehicle parks shall require one (1) space for each motor home, trailer or camper.
  5. Dormitories shall provide one (1) space for each dormitory room.

Industries

 

  1. Commercial, manufacturing, and industrial establishments not catering to the retail trade: One (1) space for each three (3) employees on the maximum working shift, plus one (1) space for each company vehicle operating from the premises.
  2. Wholesale and storage warehouse establishments: One (1) space for every fifty (50) square feet of customer service area, plus two (2) spaces for each three (3) employees on the maximum working shift, plus one (1) space for each company vehicle operating from the premises.

Public assembly

 

  1. Churches and other places of worship: One (1) space for each four (4) seats in the main auditorium or sanctuary.
  2. Private clubs, lodges and fraternal or sororal buildings and accommodations: One (1) space for each five (5) members.
  3. Theaters, auditoriums, coliseums, stadiums, and similar places of assembly: One (1) space for each four (4) seats in the main assembly area.
  4. Libraries, museums: One (1) space for each 200 square feet of gross floor area.
  5. Schools, including kindergartens, playschools and day care centers: One (1) space for each four (4) seats in an assembly hall or gymnasium, or one (1) space for each employee, including teachers and administrators, whichever is greater, plus five (5) spaces per classroom for high school and colleges.
  6. Skating rinks, dance halls, exhibition halls, pool rooms, and other places of amusement or assembly without fixed seating arrangements: One (1) space for each 300 square feet of floor area.
  7. Bowling alleys: Four (4) spaces for each alley.

Health facilities

 

  1. Hospitals, homes for adults and similar uses: One (1) space for each four (4) beds.
  2. Kennels and animal hospitals: A net parking area equal to 30 percent of the total enclosed or covered area.
  3. Medical, dental, and health offices and clinics: One (1) space for each 200 square feet of floor area used for offices and similar purposes.
  4. Mortuaries and funeral parlors: Five (5) spaces per parlor or chapel unit, or one (1) space per four (4) seats, whichever is greater.
