  • How do I get to the County office complex?
    From North (Lynchburg):
    Follow US Route 501 South about ten miles to the intersection (stoplight) of US Route 501 and VA Route 24 (Village Highway).  At the stoplight, merge right onto Village Highway and continue a short distance to the intersection of Village Highway and Kabler Lane/Rails End Lane.  Social Services, the Health Department and the Agriculture Buildings are located along Kabler Lane.  The main County Office Complex is located on the left past Rails End Lane.

From Lynchburg (Lynchburg Regional Airport/Charlottesville):
Follow US Route 29 South about eight miles to its intersection with Calohan Road (stoplight).  Turn left at the stoplight and continue south on Calohan Road to its intersection with VA Route 24 (Colonial Highway).  Turn left at the stoplight and continue to its intersection with US Route 501 (Village Highway).  Turn left onto Village Highway and continue into Rustburg.  The main County Office Complex will be located on the left.

From South (Altavista/Danville):
Follow US Route 29 North to its intersection with VA Route 24 (Colonial Highway).  Turn right onto VA Route 24 at the stoplight and continue about five miles to its intersection with US Route 501 (Village Highway).  Merge left onto Village Highway and continue into Rustburg.  The main County Office Complex will be located on the left.

From East (Appomattox/Richmond):
Follow US Route 460 to Concord and its intersection with VA Route 24 (Village Highway).  Turn left at the stoplight onto VA Route 24 and travel approximately eight miles to Rustburg.  The main County Office Complex is located on the right just west of the second stoplight on Village Highway in Rustburg. 

From West (Bedford/Roanoke):
Follow US Route 460 to Lynchburg and take the Lynchburg Regional Airport exit to US Route 29 South.  Follow US Route 29 about eight miles to its intersection with Calohan Road (stoplight).  Turn left at the stoplight and continue south on Calohan Road to its intersection with VA Route 24 (Colonial Highway).  Turn left at the stoplight onto Colonial Highway (VA Route 24) and continue to its intersection with US Route 501 (Village Highway).  Turn left onto Village Highway and continue into Rustburg.  The main County Office Complex will be located on the left.

Building Inspections

  • Do I need a building permit for pre-fabricated carports or storage buildings?
    All carports must have a building permit. Storage buildings over 150 square feet require a permit.
  • Do I need a building permit for an electrical service upgrade or change?
    Yes, all electrical changes or upgrades require a building permit.
  • Do I need a building permit to re-roof a residence?
    No, as of September 15, 2000 building permits are only required for re-roofing of commercial buildings.
  • Do I need a building permit for siding or replacement windows?
    No, as of September 15, 2000 a building permit is not required for this work.
  • Do I need a building permit for installation of gas logs?
    Yes, a permit is necessary. The gas logs, tank and the gas line must
    be inspected.
  • Do I need a building permit for a swimming pool?
    Yes, if the pool is more than two (2) feet deep, it must be permitted
    and inspected.
  • Do I need a building permit for fences or driveways?
    A building permit is only required for fences over six (6) feet in height. No permit is required for driveways.

Commissioner of Revenue

  • Where can I find help with my income taxes?
    The Internal Revenue Office is located at 11th & Main St. in Lynchburg and they will prepare your federal return. The Commissioner of the Revenue will prepare your state tax return electronically for you. You must bring a complete copy of your federal return with you to our office. You may also file online to the Va. Dept. of Taxation free of charge at their website. www.tax.state.va.us You can also download any state forms from the website.
  • Where can I check on my income tax refund?
    The phone number for federal returns is 1-800-829-1040
    You can find the state information on their website at www.tax.state.va.us, or you can call your local Commissioner's office.
  • What type of deductions are available for senior citizens from your office?
    There is tax relief for the elderly and handicapped for a real estate tax deduction. You must be age 65 or older and/or handicapped with a total household gross income of less than $22,000. If you think you qualify, contact our office at (434) 332-9518 by May 1 and ask for Judy Franklin.
  • What do I need to do when I sell (or junk) my vehicle, camper, mobile home, or boat?
     
      • Boat : Contact the Department of Game and Inland Fisheries Boat Registration at 1-877-898-BOAT (2628). Then contact our office and ask for Judy Franklin at (434) 332-9518.
      • Camper: Contact the DMV with the date of sale at Toll Free: 1-866-DMVLINE (1-866-368-5463) or 1-800-435-5137. Then contact our office and ask for Judy Franklin.

  • Where do I get my dog tags?
    Dog tags may be purchased in the Treasurer's office. Sale of dog licenses begins Nov. 1 each year and must be purchased by Jan. 31.
  • How do I get a marriage license?
    Marriage licenses are issued by the office of the Clerk of the Circuit Court. Both parties must be 18 years of age. If between 16 and 18 years of age, an applicant must be accompanied by a parent and must furnish a birth certificate. If divorced, a party must have a certified copy of the divorce decree. Both parties must be present. The fee is $30.00 for a marriage license which is valid for 60 days.

    Deeds and wills are recorded in the Circuit Court Clerk's Office.

    The office of Real Estate and Mapping is responsible for producing the Land Book each year and for keeping track of all land ownership and tax assessments for the County.

  • What does Economic Development mean to Campbell County?
    Economic Development is the management of resources, a tool we use to continually improve all aspects of our citizens’ lives.  By developing and attracting a diverse tax base, expanding our county infrastructure, providing a skilled and trained workforce and supporting existing industry, we can enhance the quality of life in Campbell County as well as provide a favorable climate for businesses to grow and prosper.
  • What are the major advantages of a Campbell County business location?
    Campbell County is a pro-business community dedicated to the support and expansion of our existing industry, as well as to new businesses and industries wanting to locate here.  To keep a finger on the pulse of our manufacturing and industrial companies, we implemented an Existing Business Visitation Program.  The primary purpose of the Existing Business Visitation Program is to keep Campbell County aware of the current issues and concerns facing our companies so that we can do everything we can to assist them.  Other advantages include:
     
     

Transportation – Two major arterial highways traverse across Campbell County.  US Route 460 connects us with Richmond (I-95) and the Port of Virginia (Hampton Roads area) in the east and to the Roanoke Valley in the west, which provides us linkage to Interstate 81.  US Route 29 runs north through Charlottesville and on past the Washington, DC area linking us with the Interstate system in those areas (I-64, I-95).  US Route 29 travels south through Greensboro and North Carolina.  In addition, US Route 501, another major highway, runs north to south directly through Campbell County providing us a connection to the Research Triangle Park in North Carolina.  US Route 501 runs from Myrtle Beach, South Carolina to Lexington, Virginia.  In addition to our highways, Norfolk-Southern and CSX also operate rail systems in our county. The Lynchburg Regional Airport, owned by the City of Lynchburg, is located within Campbell County.  Another public airstrip, the Brookneal – Campbell County Airport, is located in the southwest portion of the county.
 

Temperate Climate – We enjoy all four seasons equally with little extreme weather.
 

Transitional Community – Our County, once considered rural, has become increasingly suburban.  We are situated south of the City of Lynchburg, the retail and banking center of the region.
 

Police Protection – In May 1999, the Campbell County Sheriff’s office became one of the first Virginia sheriff’s offices to be accredited by the Virginia Law Enforcement Profession Standard Commission.  The number of crimes committed in Campbell County remains well below the average for the Commonwealth of Virginia.
 

Schools/Workforce Training – Campbell County is committed to the support and advancement of our K-12 educational system.  We continually renovate or build new schools to update our educational facilities.  Also, Central Virginia Community College, located in the adjacent City of Lynchburg, operates two Workforce Training Centers, the CVCC Altavista Center and the CVCC Brookneal Center, to provide more specific workforce training and general education classes to all areas of our county.
 

Taxes – Campbell County’s Real Estate and Personal Property taxes are among the lowest in the region.  The Commonwealth of Virginia is also tax friendly to businesses operating within our state.

  • Does Campbell County offer incentives to new or expanding industries?
    Recognizing the benefits of economic development to our citizens’ quality of life, the Campbell County Board of Supervisors approved our current Economic Development Incentive Policy on August 5, 2002.  The new Policy includes incentives such as an Economic Stimulus Grant, Property Discounts, Permit Fee Waivers and Employment Credits.  Details of the Economic Development Incentive Policy can be obtained from Mike Davidson, our Director of Community & Economic Development (jmdavidson@co.campbell.va.us).  All industries considering locating or expanding in Campbell County should contact us for more information.
  • What type of business assistance is available?
    The Campbell County Industrial Development Authority stands ready to assist business and industry through the traditional finance methods as well as address client specific needs.  Campbell County supports the Region 2000 Small Business Development Center and the Lynchburg Business Development Centre.  The Region 2000 Small Business Development Center provides assistance to those thinking about starting a new small business.  The Lynchburg Business Development Centre is a small business incubator.  Contact Information is provided below:

  • What are the current rates of  underemployment and unemployment?
    The Webster’s II New College Dictionary (1995) defines underemployment as “Partially or inadequately employed, especially employed at a low-paying job for which one is overqualified.”  Because underemployed workers do not receive unemployment assistance, it is extremely difficult to quantify the number of unemployed workers in a particular area.  We are aware of a significant number of our workforce working multiple jobs without benefits.

  • What properties are available for sale or lease?
    At present, there are two county-owned industrial parks within Campbell County. The Dearing Ford Business & Manufacturing Center is located off US Route 29 near Altavista. The Brookneal Industrial Park is located on US Route 501 near Brookneal.  We are also working on a joint venture with the City of Lynchburg on a Joint Airport Industrial Park located near the Lynchburg Regional Airport and US Routes 460 and 29. There are also a number of other privately owned industrial parks, such as the Spring Hill Industrial Park, the Simpson Tract, the Progress Park and Airpark 460.
    In addition, there is building space available for sale or lease. The former Lane Company buildings (approximately 1,000,000 square feet) are privately owned and being subdivided for lease. The former Thomasville building (190,000 sq. ft.) just outside of the Town of Brookneal is available for sale as well.

    We are in the Haberer Building which is located behind the old courthouse and across the street from the Sheriff's Department.

     If you owned the vehicle on January 1 of the year, you are liable for the full year's tax. If you purchase a vehicle after January 1, you will not pay taxes on it until the following year.
