Biosolids (Sewage Sludge) Information
The following e-mail was received, from Nutri-Blend, by the County Administrator on June 30, 2008:
Subject: Biosolids Application
Nutri-Blend is planning a biosolids application in Campbell County on the Gilliam Tract T-2410 on Route 641. This application will most likely take place in the next 2-4 weeks, weather dependent. The most likely biosolids source is Blue Plains and the application would take about a week.

As of January 1, 2008 the regulatory control of biosolids transferred from the Virginia Department of Health (VDH) to the Virginia Department of Environmental Quality (DEQ).
According to Neil Zaharadka, head of the biosolids section of the DEQ, this will involve the public having more of a say about when and where biosolids will be spread. There will be better notification to the adjoining landowners and public hearings / meetings will be scheduled to give everyone a chance to express concerns and opinions before permits are issued.
Along with the change of control there will be 20 new fulltime enforcement positions within DEQ for the oversight of spreading sewage sludge. Some of the existing permits along with all current requests to change or renew existing permits will be processed as new DEQ permits.
