About the Community Development Department

The Community Development Department is located in the County Office Building, 34 Rails End Lane in Rustburg, Virginia. We can be found behind the Historical Courthouse across from the Recreation Building.

State and Local Codes require permits for almost all construction, alteration and demolition activities, as well as the occupancy of existing buildings for new commercial or industrial uses and special events. Regulations regarding land use changes, land disturbing activities, street naming and numbering and the subdivision of land are all administered by department staff.

Comprehensive Plan Update

A revised draft of the Campbell County Comprehensive Plan 2009-2024 is now available.  (click here to download).

Campbell County will be holding a public hearing on the proposed Comprehensive Plan at the Planning Commission meeting on Monday, October 26, 2009 at 7:00 pm in the Board of Supervisors meeting room located on the lower level of the Haberer Building in Rustburg.

Building Inspections

The Building Inspections Office is responsible for ensuring public health, safety and welfare associated with the design, construction and use of buildings, as well as Erosion & Sedimentation Control.

In addition to a Building Official, Campbell County has two Code Enforcement Officers and an Erosion & Sedimentation Control Program Manager. County inspectors inspect all buildings under construction for compliance with the Virginia Uniform Statewide Building Code.

Community Development

The Community Development Office performs generalized planning functions and plan review, including updating the Comprehensive Plan, Geographic Information System (GIS) and maintaining the street name and numbering database.

Zoning/Subdivisions

The Zoning/Subdivision Office administers plans and ordinances intended to protect both individual property rights and the public's interest. The office works to promote the health, safety and general welfare of present and future county residents, and it maintains all subdivision and zoning ordinances and handles rezoning requests, special use permits and variance requests.

Biosolids Samping & Testing

Samples of biosolids material may be obtained by the County before, during, or after the process of applying the material on an approved site. Samples of soil, surface water and well water may be tested at the specific written request of a property owner immediately adjacent to a site permitted to receive biosolids. Requested sampling and testing will be conducted to the extent it is generally reimbursable by the Commonwealth of Virginia. Any sampling or testing beyond those parameters would be done only at the specific direction of the County Administrator on a case-by-case basis.

Samples will be tested by an approved, independent laboratory. Tests will be conducted according to Virginia Department of Health standards. Campbell County will pay the costs associated with sampling and testing and will seek reimbursement from the Commonwealth of Virginia. Test results are public information in accordance with the Virginia Freedom of Information Act. They may be shared with other regulatory agencies and interested parties. Test results will be made available to any citizen or media representative requesting them subject to a nominal fee for copying and distribution.
