A leaf burning ban is currently in effect for the Timberlake area of Campbell County, specifically including: the Wildwood Subdivision, Crest Haven Estates, and areas west of the railroad tracks, located west of Lawyers Road and north of Goggins Road and Buffalo Creek. Director / Public Safety - Scott Hechler

Scott V. Hechler became the Director of Public Safety for Campbell County, Virginia on March 1, 2010.  He leads a dedicated team of professionals that provide fire, EMS, emergency management, E911 Dispatch, and animal control services to the citizens and visitors of Campbell.  He also serves as the Emergency Services Coordinator for the county.  Prior to joining the Campbell County team Hechler served as a Protection Operations Specialist for Battelle Memorial Institute providing emergency service subject matter expertise for Department of Defense clients such as the U.S. Navy.
 
Director Hechler’s career spans over 28 years.  He has served as a firefighter/EMT, company officer, assistant fire marshal, and battalion staff officer during his tenure with the Chesterfield Fire and EMS Department.  He was appointed by Governor Warner as the Chief Deputy Director of the Virginia Department of Fire Programs (VDFP) and has served as the Statewide Incident Management Program Manager for the Virginia Department of Transportation.  Hechler is also a VDFP state adjunct fire instructor.
 
Hechler has served on numerous homeland security, emergency preparedness, and public safety workgroups, committees, and task forces at the local, regional, state and national level.  

Director Hechler’s educational accomplishments include a Master of Business Administration degree from Liberty University and a dual major Bachelor of Arts degree in Labor Safety and Health / Labor Studies from the National Labor College.  Hechler also completed the Virginia Executive Institute presented by the Virginia Commonwealth University Center for Public Policy.

Deputy Director / Communications - Tracy Fairchild

 
Tracy is a Deputy Director of Public Safety and also serves as the E-911 Communications manager. Tracy has worked to establish the departments' emergency medical dispatching (EMD) program, as well as serving on several local and regional committees.

Tracy was honored as the Blue Ridge EMS Council's "Communications Officer of the Year" for 2006. Tracy holds numerous certifications in Emergency Communications and Management. Tracy is currently finishing work on a Business Administration degree.

Tracy and her husband have three children and live in Campbell County.

Deputy Director / Fire Marshal - Randall Johnson


Randall Johnson serves as the Deputy Director/Fire Marshal.  Randall is the Fire Official for fire code enforcement and is also responsible for cause and origin investigations for fires occurring within the county.  He holds certification as Fire Officer II, Instructor II, Inspector 1031, and Investigator 1033.  Randall is responsible for overseeing the day to day operations and administration of the fire division with eight volunteer fire departments in the county. 

Randall is originally from Chesapeake, VA and began his fire service career in college with the Farmville Vol. Fire Department (1998-2006).  Randall has worked for Longwood University as the Environmental Health and Safety Officer (2001-2005) and most recently as a firefighter with the City of Lynchburg Fire Department (2005-2010).

Animal Control Officer - Benny David


Benny David serves Campbell County as the Animal Control Officer. Benny is responsible for enforcing the codes in Chapter 4 as well as protecting citizens from animals and protecting animals from abuse.

Benny oversees the operations of the Animal Control and Care Facility located at 322 Dennis Riddle Dr., Rustburg, VA.

Administrative Aide  / EMS - Debbie Baldwin


Debbie serves as Administrative Aide for the EMS division. Debbie assists the EMS Manager with the day to day administration of the EMS division, and serves as the Campbell County EMS privacy officer. Debbie has a wealth of administrative experience, and previously served as the town clerk for Pamplin City. Debbie continues to pursue her education, she has obtained numerous work related certifications including her certified emergency management assistant certification.

Debbie has two children, Kristie and Troy reside in Pamplin.

Administrative Clerk / Records & Retention - Pat Newman

 

Pat serves as an Administrative Clerk for Campbell County Public Safety. Her primary job is to file and retain all important documentation concerning Campbell County Public Safety along with other office related duties. She has worked for Campbell County for 10 years and truly enjoys her job.

Pat has been married to her husband, Terry for 23 years and has 6 sons, 6 grandchildren and 1 great grandson. Pat and Terry reside in Campbell County.
