What are Consumer-Directed Services?
- Consumer-Directed (CD) Services are available under the new Elderly or Disabled with Consumer Direction (EDCD) Waiver. This new waiver is a combination of the Elderly and Disabled Waiver and the Consumer Directed Personal Attendant Services Waiver.
- CD Services are directed by the individual receiving the services. The individual is responsible for recruiting, hiring, training, supervising, and, if necessary, firing CD employees (attendants). (If an individual is unable to direct his or her own care, a spouse, legal guardian, parent of a child under 18, or an adult child may direct care on behalf of the individual. The person directing care for the individual cannot be the attendant.)
- CD services are different from agency-directed services where the employee is hired by and works for an agency. In CD services the employee is hired by and works for the individual or for whomever is the CD employer.
Which services can be Consumer-Directed?
There are two services in the EDCD Waiver that are CD services.
- Personal Assistance Services help individuals with daily needs, such as dressing, bathing, eating, and self administration of medication. Personal assistance services may be provided at home, work, and other places in the community.
- Respite is assistance and support to individuals that give unpaid caregivers some time to do things for themselves. Respite can be provided at home and in the community.
Under the new EDCD Waiver individuals may choose agency- Directed services, consumer-directed services (personal Assistance and/or respite), or a combination of the two.
Why Use CD Services?
Individuals who choose to use CD services have responsibility for and control of their services. CD employers:
- Find and hire their employees (attendants);
- Train and supervise their employees;
- Fire or let go of their empoloyees, if necessary;
- Maintain records and manage paperwork, including timesheets.
Individuals using CD services have choices to make about their supports and services.
- CD employers decide who will be hired.
- CD employers, with their attendants, decide when, where, and how long the attendants will work.
