INDUSTRIAL BUILDING CONSTRUCTION CONTRACT AT SENECA COMMERCE PARK AWARDED

 

RUSTBURG: Following a competitive bid process, Campbell County awards Coleman-Adams Construction, Inc. of Forest, Virginia for the first phase of construction on a 103,000sf industrial building in Seneca Commerce Park. Phase one involves the construction of a dark shell building, where the core building envelope will be constructed (foundation, structural framing, exterior walls, roof, and basic utility connections) and will begin securing permits as soon as possible. Architectural Partners of Lynchburg will be providing construction management.

 Seven contractors submitted bids in response to the Invitation for Bid (IFB), posted through the Commonwealth of Virginia’s eVA procurement system, demonstrating strong market interest and competitive pricing. Following initial review, Coleman-Adams Construction, Inc. was identified as the lowest responsive and responsible bidder with a bid amount of $5,675,000. In October 2023, the Campbell County Board of Supervisors approved a total project budget of $11 million for this industrial building project at Seneca Commerce Park. The bid amount is under budget for this phase of the overall project, leaving funding available for the second building phase which involves upfitting and interior improvements to meet the future tenant’s needs. The county is actively seeking a long-term industrial tenant for the building.

    1. Lot L Build-Ready Site: Site preparation and grading has been completed that can support a 22,750 square foot industrial building with both dock height and grade level access. Following the grading of both Lot L and Lot K for the 103,000sf building, a new property line has been established between this lot and the 103,000sf building’s parcel, bringing Lot L’s size to 2.82acres. The property is now available for sale at $75,000/acre.
    2. CCUSA Water and Sewer Extension: Following a bid process, Campbell CountyUtilities and Services Authority (CCUSA) has engaged Counts and Dobyns Excavating of Rustburg VA to install approximately 2,700 linear feet of gravity sewer and 920 linear feet of water line. This project will connect water and wastewater service to all remaining lots in Seneca Commerce Park and the 136-acre parcel located at the end of Ewing Drive.

 The Virginia Tobacco Region Revitalization Commission awarded $439,275 in funding for this project in October 2025.

    1. Integrity Mechanical Logistics Hub: In September 2025, the board of supervisors approved the purchase of 7 acres in Seneca Commerce Park for a 30,000sf logistics hub for Integrity Mechanical LLC, a provider of residential and commercial HVAC-R services throughout the Mid-Atlantic region specializing in commercial refrigeration installations and maintenance.
    2. Industrial Building Project B (293 Ewing Drive): Campbell County Industrial Development Authority is constructing a 45,000sf dark shell building. Building is now available for lease or purchase. Interior will be finished to suit tenant.
    3. Blue Ridge Beverage-Lynchburg Division relocation and expansion: In August 2025, Campbell County approved the sale of over 13 acres in Seneca Commerce Park. Construction of their new 80,000sf facility is expected to begin in 2026.
    4. Master Planning of 136-acre parcel: Virginia Business-Ready Sites Program awarded a $300,000 grant for master planning this large industrial-zoned parcel. This project will be out for bid in the next few months and will provide a plan for road and utility placement on the property and potential industrial sites and will be subject to Board of Supervisors input and approval.
