Permitted uses in a particular zoning district that are not allowed 'by right' (i.e. those that staff can approve) require approval by the Board of Supervisors. These are 'special' uses for which the Supervisors retain some oversight, and for which the public can participate.
All special use requests must go through public hearings with the Planning Commission (which makes a recommendation to the Board of Supervisors) and with the Board of Supervisors (which approves or denies a request). The application fee for the process is $500.
