Press Release: Campbell County Community Development: Response to Media Inquiries Regarding Cabin Field Road Site


• On January 4, 2000, the Campbell County Board of Supervisors approved a rezoning of parcel 17-A-1 from Agriculture (A-1) to Industrial-Heavy, Conditional (I-H,C). This rezoning included a proffered site plan for any future development of the property

June 2025, MESH Capital, LLC requested a rezoning from Industrial-Heavy, Conditional to Industrial- Heavy, Conditional to remove the proffered site plan. In response to the Board of Supervisors’ action on October 7, 2025, to deny the removal of the proffered site plan, Mesh Capital, LLC recently approached Campbell County with 3 concept plans that, after committee and legal review, were determined to meet the criteria of the January 4, 2000, proffered plan. This review was an evaluation only of the proposed concept plans as they relate to the proffers, and not a formal site plan approval.

• Per the Campbell County Zoning Ordinance, data centers are permitted by-right in Industrial-Heavy zoning districts in Campbell County, with no special use/special permitting necessary. NOTE: Buffering/screening is required in Industrial-Heavy zoning districts, if the property adjoins a residential, agriculture or business district.

• To ensure total compliance with Campbell County zoning codes and afforded appeal timelines, a formal hearing will be held by the Board of Supervisors to consider any petitions to review the Zoning Administrator’s determination regarding Mesh Capital, LLC’s proposed development of the Cabin Field Road site. While open for public viewing, hearings of this nature are orchestrated in a semi-judicial format rather than that of a public hearing. A date for that meeting will be set after the appeal timeline expires (November 30, 2025).

• To date, Campbell County has received one inquiry regarding a petition to appeal the determination that Mesh Capital, LLC’s proposed proffers meet established zoning criteria.

Regarding media questions pertaining to a data center sign on Mount Athos Road:

• The sign in place is not related to the Cabin Field Road project.

• The property on Mount Athos Road is zoned Heavy-Industrial.

• Beyond an initial concept plan submitted in February 2024, Campbell County has no further information on any development interest near where the sign is placed.
