RUSTBURG, VA - Campbell County Treasurer's Office proudly congratulates Conner J. Francis, Chief Deputy Treasurer for Campbell County, Virginia, and a distinguished Town Council Member for Brookneal, for being selected to Lynchburg Business Magazine’s 2025 Top 20 Under 40 list. This prestigious accolade recognizes emerging leaders throughout Central Virginia who demonstrate exceptional professional excellence, civic engagement, and promise for future contributions.
Born in Lynchburg, and raised in the Brookneal area, Francis graduated top of his class from William Campbell Combined School in 2016. He then attended Hampden-Sydney College, where he majored in Government and minored in Public Service.
At just 27 years old, Francis has already made a profound impact on his community through his dual roles in government service. As Chief Deputy Treasurer, he has modernized treasury operations, increased transparency, and enhanced taxpayer services for Campbell County residents. Simultaneously, his tenure on the Town of Brookneal Board has been marked by a commitment to economic development, infrastructure improvements, and civic collaboration.

However, when asked what drives him towards success, Francis humbly states - family.
