RUSTBURG, VA -  Campbell County Treasurer's Office proudly congratulates Conner J. Francis, Chief Deputy Treasurer for Campbell County, Virginia, and a distinguished Town Council Member for Brookneal, for being selected to Lynchburg Business Magazine’s 2025 Top 20 Under 40 list. This prestigious accolade recognizes emerging leaders throughout Central Virginia who demonstrate exceptional professional excellence, civic engagement, and promise for future contributions.

Born in Lynchburg, and raised in the Brookneal area, Francis graduated top of his class from William Campbell Combined School in 2016.  He then attended Hampden-Sydney College, where he majored in Government and minored in Public Service.

At just 27 years old, Francis has already made a profound impact on his community through his dual roles in government service. As Chief Deputy Treasurer, he has modernized treasury operations, increased transparency, and enhanced taxpayer services for Campbell County residents. Simultaneously, his tenure on the Town of Brookneal Board has been marked by a commitment to economic development, infrastructure improvements, and civic collaboration.

“This recognition is a testament to Conner’s unwavering dedication to public service and his community,” said Manda R. Witkowski, Campbell County Treasurer. “He is not only a skilled financial steward but also a compassionate leader who inspires trust and engagement wherever he serves.”

Lynchburg Business Magazine’s Top 20 Under 40 celebrates individuals under 40 who are shaping the future of the region through innovation, leadership, and service. Honorees are selected from a highly competitive field of nominees across business, government, and the nonprofit sectors.

In addition to his civic duties, Francis actively supports regional youth mentorship and public safety initiatives. He partners closely with organizations that champion digital safety, community development, and educational outreach.  

However, when asked what drives him towards success, Francis humbly states - family.

"Family is my highest priority, and serves as my inspiration," said Francis.  "I take pride in my parents and grandparents for their dedication to hard work and public service."

Campbell County and the greater Central Virginia community celebrate this well-deserved honor and look forward to Conner’s continued impact in the years ahead.
